There are qualifiers that affect the set-backs-

#1--The map assumes that all property owners in the turbine permitted areas will allow turbines

#2--The minimum set-back is 2000' from roads as well as "non-participating" property lines ( non-participating means that the adjacent property owner has not given an easement allowing closer approach or higher noise levels)

#3--The adjacent, ( non-participating ), property owner is not to suffer any increase above 5 dBL at the property line ( the measure for ambient noise level will be determined by the quietest time of the day- usually evening or night)--most wind turbines will require a set-back well over 3000' to meet the average rural ambient of 30dBL.
